About Brian Scarpelli

Brian Scarpelli is Senior Policy Counsel for ACT | The App Association’s Connected Health Initiative (CHI), where he focuses on improving the uptake of connected health technology through updates to reimbursement, security and privacy, and demonstrating the efficacy of technology to improve care while reducing costs. In this role he has led the CHI’s efforts to accomplish groundbreaking changes in the Physician Fee Schedule, Quality Payment Program, and other bellwether federal beneficiary programs; and to establish new CPT codes that appropriately categorize the use of connected health technologies in care delivery; among other significant breakthroughs. Previous to joining the CHI, Brian worked for over five years at the Telecommunications Industry Association, a trade association representing telecommunications equipment manufacturers and vendors that is also an ANSI-accredited standards developer. He has also spent time with the Federal Communications Commission, the District of Columbia Public Service Commission, and the Alliance for Telecommunications Industry Solutions.
